Frank Bowe

Frank Bowe was the founding director of the American Coalition of Citizens With Disabilities at he time of the 1977 protest.  It was he who led the protests throughout the United States, which resulted in him being labeled the “Father of Section 504”.  His personal connection to the movement resulted from his bout with measles at age three which left him deaf.  His leadership, along with Judy Heumann is an example of the disabled community speaking for their own rights rather than sitting back and waiting for politicians to apply pressure within congress.

In an issue of Handicapping America (1978), he is quoted as saying:

“America handicaps disabled people. And because that is true, we are handicapping America itself”
